Opinion on getting my son's circ. fixed?

Both my sons were circumcised right after they were born. My older son who is 8 has gotten a complete circumcision the whole foreskin was removed and its nice and smooth and looks just like his fathers penis. But with my youngest son who is two, looks like it wasn't done correctly because he still has what looks like a collar around the head of his penis and the head is partially covered. Even when he has an erection he still has some loose skin. Now my older son's penis never looked like that his penis was always fully exposed.

Should I talk to ped. about having it redone or somehow getting it fixed? I wouldn't want him going through the rest of his like like that.
