Thanks for all your replies ladies. I am glad to know it isn't just me feeling like this. I did end up emailing the agency and this is the reply I recieved.
"I wanted to let you know that we don’t want to have you start gathering dossier documents quite yet. First we need to get you “approved” for participation in an LSS adoption program – that means that your social worker has to meet with you, your background checks have to be completed, you have to attend training and we need to prepare your home study. Once we approve you, we can officially accept you into our Guatemala program. That means that we will send you our Guatemala application packet and our detailed contracts/agreements for that particular program. Once we have the application and contracts back from you (along with the fees due at that point in time), then we send you our dossier packet. We will keep you moving through these steps as expeditiously as is possible.
We don’t, however, want you to start gathering documents for your dossier just yet because dossier documents have a limited shelf life and you could end up having to redo your dossier due to early expirations if you start gathering these things too soon. Please know that your social worker will guide you through each step at the appropriate time.
Thanks for your patience. I know that you are very excited and eager to get going. We will keep you moving just as quickly as we possibly can."
I am so disapointed. I wanted to be able to just hand everything in at once instead of waiting for each agency that I have to get paperwork done to forget about mine and just let it sit around on their desk. It isn't like it is going to expire in 6 months is it??
I feel just like this little icon right now.

Am I being unreasonable?
