If the bubbles are in the actual picture and not a texture layered on, I don't think the bubbles can be erased... mayyybe cloned, but it looks hard to do.. I'm not good at cloning

It would be very difficult to remove the bubbles in front of his face if they are real bubbles and it looks like they are. If you have another shot from the same time frame where his face is at the same angle but less obscured by bubbles you could do a face switch but that is hard to do.
