Don't give up! Josi would do the same thing when we firsted started-- I knew she had to go to the potty but at times she would hold it for hours rather than go to the potty -- and I never forced her to get on the potty when we first started even though I know she had to go...and immediately she peed in the diaper when I put one on...It's the comfort they have with a diaper on -- they KNOW they can potty in it....which is why I began to leave he bare bottomed all day....when I did that...I saw result almost immediately. Yes it took several days of accidents (She would potty 2-3 times a day and then have an accident another 1-2 times that day) but that was good for just starting...It took literally a week with her (and she is currently 19 months old now) and she would go to the potty 100 percent of the time in her potty with out an accident while at home -- sun up to sun down...not outings are a different story -- she still tells me when she has to go but it's a lot harder to make it to a potty in time half the times...
So hang in there. Never force her to potty (especially in the beginnning) and let her have accidents, it's how they learn...And try to her her bottomless as often as possible.
