Blinkie question

I have a blinkie that I want to use. It is enormous. I have tried to make it smaller in photobucket and other places, but every time I make it smaller I lose the blinkie-ness if that makes sense?

Does anyone know how to make a blinkie or glitter smaller without compromising the picture?

I think you'd need to open it in a program that handles animations, like ImageReady or something.

If you go to the blinkie board, they also might re-size it for you.
