The hormones released after you O stop you from O'ing again (otherwise you could keep getting pregnant again while you're pregnant!). But before enough hormone has been secreted, another egg can be released... but it will happen within 12 to 24 hours of the first one. If they both get fertilized, you get fraternal twins.
Sometimes, you can still have some ewcm the day or so after you O. That's caused by estrogen, which the corpus luteum (what's left after the egg has popped) releases both estrogen and progesterone. Once the progesterone is high enough, it wins out over the estrogen, and the ewcm stops.
