Default nursing to sleep?

At our 18 month checkup, my pediatrician was happy to hear that Annabelle is still nursing but absolutely horrified that she nurses to sleep before every nap and bedtime. Is this as bad as she's making it out to be? I always just assumed that she would grow out of the habit in her own time, but the doctor strongly suggested that I try breaking her of it right away. I'm afraid that at this point my only option is to let her CIO, because if she's tired and I'm anywhere near her she begs to nurse. Her dad and my parents have all been able to put her to sleep without nursing, but only if I'm not around. Does any one have any suggestions? I hate to let her cry, but if that's my only option...
