Default wipe solution

last time when I was using cloth diapers and wipes I used plain water, that irritated the babies skin and felt really rough.

I'm looking for something moisturizing that could possibly help prevent diaper rash? my daughter is sensitive to her own urine so I worry that she'll start rashing bad when I switch her to cloth.
