what else can you do but reinforce your sleeping time. you need to be awake with her, and even if she were in a crib it is likely she'd still be fussing at the same time she is now if shes not getting the attention that she wants.
If you need to be awake with her it doesn't mean you have to "get up" stay in bed with her with the lights off and hopefully she'll eventually fall into your routine a bit better.. have you thought about a later bed time or cutting out a nap later in the day if she takes one? she still seems a bit young IMO to be sleeping through the night, my DD1 still nursed during the night until 14 months and still woke during the night until she was 2
