It is perfectly normal for a 9 month old to have attachment issues. That's part of their psychological development as they become more mobile and realize there's more to the world than mommy. At the same time they strive to move more and see more of the world, they are still anxious about whether mommy's safety will stay there. If you provide security when they need it, they grow out of that fear, and realize mommy will always be there as needed but they can still explore. That's exactly what happened with my son - people are amazed at how confident and independent he can be, and he knows I am always available for him to "check in" with. He's not spoiled, he's confident and busy!
