I dont know if this is true of not...but I know a lot of you wre looking into that SnugRide... but it looks like several models were recalled:

Potential choking hazard causes Graco to recall over 300,000 stand-alone SnugRide® Infant Car Seats.

What model car seat does your baby ride in? If it's a Graco SnugRide infant seat (not sold with a stroller as part of a Travel System) and you registered it upon purchase, watch your mail for information on how to receive a replacement kit. Recall Reason
According to the company recall, Graco has determined that the backing of the seat pad on certain stand-alone SnugRide Infant car seats manufactured in the United States may be prone to deterioration or tearing, especially after washing. If this occurs, a child occupying the car seat may be able to remove the padding material from the back of the seat pad and place it in his or her mouth, posing a potential choking hazard. (No injuries have been reported.)

Please note: This issue does NOT affect the ability of the child restraint system to protect the occupant in a motor vehicle crash.

The 300,000+ units were produced between August 2006 and June 2007 and sold for $69 to $89. Check the model number and manufacture date on your car seat to see if your car seat is affected by this notice. If you do not know the model number and date of manufacture of your car seat, you can find it on the label on the back of the car seat; click here for a sample.

Who to Contact
As previously mentioned, Graco will be sending a letter to all registered owners of potentially affected SnugRide car seats. This letter will explain the replacement kit program and how consumers can order a replacement kit. If you have not registered your car seat, click here to do so online.

Until receipt of a replacement kit, you can continue to use your car seat, but Graco® recommends that you monitor the seat pad on a periodic basis to ensure the integrity of the pad and not unnecessarily wash the pad while you await receipt of the replacement kit.


(just note the above does mention it is not the one included in a travel system)

So, I would make sure either they fixed the problem first.... or stay away from the above models.
