I have heard that boys are less verbal early on as well, and with them being multiples their speech can be delayed. But I would think as long as they communicate and also understand directions and what you say to them, that they are fine.
I would continue to do what you are doing... When I'm in the car w/the girls I usually make a game of "SAY... ____" For example, I would start out by saying, "Who can say MOMMY" then they would repeat it. Then as I see things we are driving by, "Who can say CAR" etc...
Another mom from my twins club said her little boys were also late to speak and she taught them "ME". She would say to them, Who is hungry?? and then point to herself - pat herself on the chest and say "ME!" and have her boys repeat it... They really like to immitate at this age, may be something to try?
