In my opinion, an offering is just that, an offering of what YOU feel is the right amount to give back to God.
However, if you are a formal member of the church, as in a voting member, etc, I believe you have an obligation to pay your tithes. Tithes are different from offerings in that they should always be the first 10% of your income.
