Not all PCOS women will be overweight. My regular endo looks at about 3-4 characteristics in addition to polycystic ovaries to identify PCOS. There really isn't 1 test to identify it.
It sounds like you could have it. My previous RE seemed reluctant to put it in writing for whatever reason and never really discussed it with me. My current RE says I have it.
I would suggest finding another doctor that is a little more proactive in getting you answers. I'm not sure if a regular endocrinologist is the way to go or not. My previous RE had put me on glucophage to treat insulin resistance and my endo took over my care with that. Tests for insulin resistance seem to vary from doctor to doctor as well. I'm borderline, but sometimes treating for IR can help women with PCOS.
